No easy answer, I’m afraid. You either have to learn the skills yourself, or hire someone who has the skills you need.
Whichever route you go, the point of my article was to encourage people in your position to at least start with the tools needed to get the job done, learn how to use them, and gradually build the knowledge to tackle just about anything on their blog.
Another point to think about is that self-hosted WordPress isn’t for everyone. It requires commitment to maintain your own site; to customise it; to keep it secure; to develop it. If you don’t have the time or inclination to do this – don’t bother – get a WordPress.com account instead. Many top bloggers use WordPress.com, so don’t feel that this is any way a second class solution. Instead you get all the technical stuff taken care of, letting you get on with the important job of writing/creating content.
